operators working at petrol retail sites.
The guideline proposes that forecourt staff should:

Understand the fundamentals of safe and healthy
site operation.
n
n
Understand the types of petroleum delivery
undertaken, how to take delivery, and their role and
responsibilities.
n
n
Understand the hazards and risks presented by a
forecourt and delivery, including the types of
incidents and emergencies that can arise, and the
required safeguards for effective prevention and
mitigation of incidents
n
n
Understand the issues surrounding security on the
site, and how to reduce the
incidence of crime.
n
n
Understand how to
communicate effectively
with the public.
n
n
Understand how to manage
contractors and visitors on
the site.
Today, forecourt owners are
encouraged to review their own
training material against the
guidelines and make appropriate
changes, where necessary. It is
hoped that, in the future, petrol
retailers will submit a portfolio
of evidence. This would include
their training policy, material,
delivery mechanism and
evidence of how competence is
determined and maintained. This
evidence would then be subject
to a desktop review, carried out
by an independent expert
appointed by the PRNSG, against
the FOTG. The independent
review can then be implemented
within the forecourt operator’s
promotional materials, with
suppliers and owners, to
demonstrate that their training
processes meet the industry
guidelines. The mechanism for
review is currently under
development with PRNSG.
Conclusion
Ensuring safety within the fuels’
supply chain is of critical
importance. The development
of these industry schemes
demonstrates how companies
can work collaboratively with
others in the sector, regulators
and unions to ensure that high
levels of safety are maintained.
This collaborative approach
ensures that improvements are targeted, appropriate
and have the support of all stakeholders.
